1) Server costs for QA

The SAC decides unanimously that administration and billing of the server
for the QA service, currently rented by Christopher Baines at Hetzner,
shall move to Guix Foundation, which will advance the costs and be
reimbursed by the funds held for the Guix project at the FSF.
Christopher shall be reimbursed from the same funds for the costs
incurred until this change is executed.

At the same occasion, the three members of the Guix Spending Committee
agree with this plan, which can thus be carried out.
