From the book, 32 members are up-to-date with their membership, when 10
members have not paid yet their fee for the current year.  Considering the
statutes, the quorum is thus fixed to:

        2/3 * 32 = 21
        2/3 * 42 = 28

Moreover, 3 members sent their representation.

   Arun is represented by Simon
   Graham is represented by Andreas

Therefore, the quorum is fixed to 18.  We are 14, therefore the Extraordinary
General Assembly cannot be united and it turns into a General Assembly.

* Guix {Europe -> Foundation}

As you know, it’s more than one year that Guix Europe is fighting with
“banks”.

Our previous bank (La Banque Populaire) closed unilaterally and without any
explanations our account on February 2024.  Andreas had been countless about
their time in order to resolve but they just closed it.

Since then, we (mainly Tanguy, Andreas, also Ricardo on German side) have look
for another bank.  We filled many forms, signed many papers, did physical
meetings, answered calls, etc. Well, all the stories would make a book!

After the 3th? 4th? 5th? rejection, Tanguy and I took the decision to try
another option: open a fresh association using the exact same status – *all
the same!* – and open a bank account.

It’s Guix Foundation!

For French readers, here the diff between the both Status LaTeX files:

The Assembly discusses concrete options in order to increase the income and

** Proposal: financial monthly report

Although association ledger is public, the Assembly discuss the option to
monthly send a report on the association activities.  It would increase the
transparency and strengthen the trust.

** Guix Europe shutdown

The Assembly discusses the next steps after shuting down Guix Europe and how
to welcome Guix Foundation.  It's only a rename but it has concrete
implications.
